Home Health Access Preservation Act of 1999 - Directs the Secretary of Health and Human Services, subject to certain restrictions, to pay an additional amount, determined in accordance with specified guidelines, to home health agencies furnishing qualified home health services during a cost reporting period beginning on or after October 1, 1997, under the Medicare program (title XVIII of the Social Security Act).
