H.R.3998: To amend title 38, United States Code, to provide that the rate of compensation paid by the Department of Veterans Affairs for the service-connected loss of one or both breasts due to a radical mastectomy shall be the same as the rate for the service-connected loss or loss of use of one or more creative organs.
