Waives provisions of Rule XIII of the Rules of the House of Representatives that require a two- thirds vote to consider a report from the Committee on Rules on the same day it is presented to the House with respect any resolution reported on the legislative day of July 17, 2000, providing for the consideration or disposition of any Senate amendments to H.R. 4810 (concurrent budget resolution for FY 2001).
