Authorizes the Secretary of Transportation to convey, under specified conditions: (1) the USS SPHINX (ARL-24), to the Dunkirk Historical Lighthouse and Veterans Park Museum for use as a military museum; and (2) any unneeded equipment from other vessel in the National Defense Reserve Fleet in order to restore such vessel to museum quality.
