Prohibits the importation into the United States of colombo tantalite (coltan) or tantalum, tantalum ore, or tantalum powder from the countries of Rwanda, Uganda, Burundi, or the Democratic Republic of the Congo. Prohibits a U.S. person from purchasing such products from such countries outside of the United States.
