Voting Opportunity and Total Enfranchisement Act - Changes the date of the legal public holiday of Washington's Birthday to: (1) the Tuesday after the first Monday in November in each fourth year after 2000 (election day) ; and (2) the third Monday in February (as in current law) in any other year.
