Postal Heroes Commemoration Act of 2001 - Directs the U.S. Postal Service to issue a semipostal (first-class postage stamp sold at a premium) with the proceeds from its sale going to provide assistance to the U.S. Postal Service to rapidly purchase and deploy decontamination equipment needed to prevent the transmission of dangerous biological agents through the mail system.
