American Small Business Recovery Act of 2001 - Limits the interest rate on disaster loans made during the year after this Act's enactment to any small business concern which suffered substantial economic injury as a result of the September 11, 2001 terrorist attacks. Authorizes the Administrator of the Small Business Administration (SBA) to: (1) make grants to such concerns during that same period; and (2) undertake payments (guaranteed loans)...
