Denies certain Federal funds to institutions of higher learning that prohibit establishment or operation of a Senior Reserve Officer Training Corps (ROTC) unit at such institution. (Current law denies funds for institutions that prohibit such on-site ROTC units or that prohibit a student from enrolling in an ROTC unit at another institution.)
