Restoring Justice to the Victims of Terrorism Act - Establishes that the assets, thought to be those of terrorists, frozen pursuant to the President's Executive Order of September 23, 2001, or pursuant to subsequent Executive Orders dealing with the terrorist attacks of September 11, 2001, be kept in a separate account in the Treasury.
