Bill Summary
Requires a license from the Secretary of Commerce to purchase, sell, or distribute in interstate commerce any chemical weapon precursor. Requires licensees to maintain records of such transactions and report suspicious purchases. Establishes civil penalties for violations. Imposes an additional, criminal penalty if a violation was intentional.
