Health Disparities Tax Refund Act of 2002 - Amends the Internal Revenue Code to permit taxpayers to designate a portion (not less than $1) or all of any overpayment of tax to the Office of Minority Health of the Department of Health and Human Services and the Department's Office of Women's Health. Requires the Secretary of the Treasury to transfer to each Office at least once annually 50 percent of the amounts so designated, for use in...
