Directs the Customs Service, upon request, to liquidate or reliquidate as free from duty specified entries of polytetrafluoroethylene, notwithstanding any provision of the Tariff Act of 1930. Requires the Customs Service to refund any duties paid with respect to such entries, including interest. Sets a time limit for reliquidation requests.
