Removes the prohibition against making the effective date for the award of veterans' dependency and indemnity compensation with respect to veterans who died during the Vietnam era and thereafter retroactive for more than one year from the date of application or determination of entitlement, instead allowing such date to be fixed in accordance with the facts found.
