Tax Administration Reform Act of 2002 - Title I: Fairness in Tax Collection Procedures - (Sec. 101) Amends the Internal Revenue Code to stipulate that the Internal Revenue Service (IRS) may enter into installment agreements with taxpayers that do not provide for full payment of liabilities.
