Amends the Internal Revenue Code to qualify employment of displaced homemakers for the targeted jobs income tax credit. Defines "displaced homemaker" as an individual who: (1) has not worked in the labor force for the five year period ending on the hiring date but has, during such period, worked in the home providing unpaid services for family members; and (2) has been dependent on public assistance or on the income of another family member...
