Waives the requirement under rule XIII of the House of Representatives of a two-thirds vote to consider a Committee on Rules report on the same day it is presented to the House, with respect to any resolution reported by such Committee on July 25, 2002, providing for consideration or disposition of H.R. 5005 (establishing the Department of Homeland Security).
