Authorizes the Secretary of the Interior to issue right-of-way permits, subject to specified conditions, for certain natural gas pipelines that are: (1) within the boundary of the Great Smoky Mountains National Park; and (2) proposed for construction in the Foothills Parkway, the Foothills Parkway Spur between Pigeon Forge and Gatlinburg (Tennessee), and the Gatlinburg Bypass.
