Emergency Agricultural Assistance Act of 2001 - Title I: Market Loss Assistance - Directs the Secretary of Agriculture to provide market loss assistance payments to owners and producers on a farm that are eligible for a final FY 2001 production flexibility contract payment.(Sec. 102) Directs the Secretary to use specified Commodity Credit Corporation (CCC) funds for payments to qualifying producers of the: (1) 2001 oilseed crop; and (2) 2000...
