Expresses the sense of Congress that the Bureau of the Census should: (1) carry out a special census of all Americans residing abroad in 2004; (2) review the means by which such Americans may be included in the 2010 decennial census; and (3) provide for the inclusion of such Americans in such census and decennial censuses thereafter.
