Human Cloning Ban and Stem Cell Research Protection Act of 2001 - Amends the Public Health Services Act to prohibit: (1) performing or attempting to perform human cloning; or (2) shipping, receiving, or importing the product of nuclear transplantation for the purpose of human cloning.
