Human Cloning Ban and Stem Cell Research Protection Act of 2001 - Amends the Public Health Services Act to prohibit: (1) performing or attempting to perform human cloning; or (2) shipping, receiving, or importing the product of nuclear transplantation for the purpose of human cloning. Provides that nothing in this Act shall be construed to restrict areas of biomedical, agricultural, and scientific research not specifically prohibited,...
