Federal Employees Health Benefits Improvement Act of 2002 - Increases the biweekly contribution payable by the Government for a Federal employee or annuitant enrolled in a Federal employee health insurance plan to 80 (currently 72) percent of the weighted average of the subscription charges, not to exceed 83 (currently 75) percent of the subscription charge for the specific plan involved.
