International AIDS Treatment and Prevention Act of 2002 - Amends the Public Health Service Act to authorize the Secretary of Health and Human Services (HHS) to act internationally to carry out prevention, care, treatment, support, capacity development, and other activities for HIV/AIDS, malaria, and tuberculosis in countries which have or are at risk for severe HIV epidemic, with particular attention to resource constrained countries.(Sec. 2)...
