Blue Ridge National Heritage Area Act of 2002 - (Sec. 4) Establishes the Blue Ridge National Heritage Area in the State of North Carolina. Designates the Blue Ridge National Heritage Area Partnership as the management entity for the Area.(Sec. 5) Directs the Partnership to submit to the Secretary of the Interior a management plan, to be developed with appropriate consultation.
