Amends the Omnibus Budget Reconciliation Act of 1987 to extend the social health maintenance organization (SHMO) demonstration project through December 31, 2006. Declares that nothing in a specified provision of the Act shall be construed as preventing an SHMO from offering a Medicare+Choice plan under the Social Security Act.
