Coastal States Protection Act - Amends the Outer Continental Shelf Lands Act to prohibit the Secretary of the Interior from issuing a lease for mineral exploration, development, or production on the Outer Continental Shelf that is seaward or adjacent to land beneath navigable waters of a coastal State whose Governor or State law has placed a moratorium on such activities with respect to oil, gas, or other minerals.
