Expresses the sense of the Senate that: (1) each Federal agency should administer programs subject to cargo reservation laws (including Maritime Administration regulations) to ensure that they are in compliance with the intent and purpose of such laws; and (2) the Maritime Administrator should closely and strictly monitor any cargo subject to such laws, and provide directions and decisions to such agencies that will ensure maximum compliance.
