LIHEAP Equity Act of 2002 (sic) - Amends the Low-Income Home Energy Assistance Act of 1981 with respect to State allotments under the low-income energy assistance program to state that not more than 50 percent of amounts appropriated for program implementation shall be earmarked for home heating purposes.
