Small Business Health Insurance Expansion Act of 2003 - Amends the Internal Revenue Code to: (1) allow for the deduction of 100 percent of the health insurance costs of self-employed individuals; (2) allow, for small employers, a limited credit for the expenses of employee health insurance coverage provided under a new health plan; and (3) provide for non-profit qualified health benefit purchasing coalitions.Directs the: (1) Secretary of...
