21st Century CAMPIS Act - Amends the Higher Education Act of 1965 to reauthorize and revise the Child Care Access Means Parents in School program which provides grants to institutions of higher education for campus-based child care services for low-income students. Revises program provisions relating to minimum grants, eligible institutions, and low-income students. Extends the authorization of appropriations for such program.
