Army Combat Recognition Act of 2004 - Directs the Secretary of the Army to: (1) establish a combat recognition ribbon to recognize combat participation by members of the Army; and (2) award the ribbon to each member of the Army who meets criteria established by the Secretary (to be based upon the criteria for award of the Navy Combat Action Ribbon) for service performed after August 1, 1990.
