Faircare Act - Amends the Public Health Service Act (PHSA) to require additional data collection and reporting for funded health programs. Authorizes the Agency for Healthcare Research and Quality to develop a set of quality measures for each of the most common treatment settings, including hospitals and outpatient settings.
