Chemical Attack Prevention Act - Requires a license from the Secretary of Commerce to purchase, sell, or distribute in interstate commerce any Schedule I or Schedule II chemical agent (as defined in the Chemical Weapons Convention Implementation Act of 1998). Defines such chemical agents as chemical weapons precursors. Allows the Secretary to revoke licenses. Requires the licensee to make available to law enforcement authorities records of the...
