Bob Hope American Patriot Award Act of 2003 - Establishes the Bob Hope American Patriot Award. Directs the President to select one civilian individual or organization that has demonstrated extraordinary love of the Nation and devotion to its citizens in the form of true patriotism, and that best represents freedom, democracy, strength, justice, and goodwill, to receive the award each year.
