Safety Net Hospital Pharmacy Access Act of 2003 - Amends title XIX (Medicaid) of the Social Security Act (SSA) to exclude inpatient prices charged to certain high-volume disproportionate share hospital (DSH) safety net providers from the Medicaid "best price" rule.
