Safe Intersections Act of 2003 - Amends the Federal criminal code to set penalties for the sale to unauthorized users, and the unauthorized possession, of a mobile infrared transmitter (i.e., a device or mechanism that emits infrared signals with the purpose of changing a traffic signal), in or affecting interstate or foreign commerce.
