International Free Press and Open Media Act of 2004 - Amends the National Endowment for Democracy Act to include: (1) freedom of the press and other media among those international rights which the National Endowment for Democracy (NED) is to promote; and (2) foreign media among those entities with which NED is to engage in various activities.
