Dr. Martin Luther King, Jr., Commemorative Coin Act of 2004 - Instructs the Secretary of the Treasury to mint and issue $1 silver coins emblematic of the human rights legacy and leadership of Dr. Martin Luther King, Jr. Requires that: (1) all sales of such coins include a surcharge of $10 per coin; and (2) all surcharges from coin sales be promptly paid by the Secretary to the Library of Congress for purchasing and maintaining materials...
