Amends the Elementary and Secondary Education Act of 1965 to authorize the Secretary of Education to permit rural local educational agencies to defer the application of certain requirements relating to the employment of highly qualified teachers. Allows such deferral for a one-year period beginning with: (1) their employment as middle or secondary school teachers, for teachers new to the profession; or (2) their teaching an academic subject...
