Iraqi Women and Children's Liberation Act of 2004 - Expresses the sense of Congress that: (1) the United States should ensure that women and children in Iraq benefit from the liberation of Iraq; (2) women of all ethnic groups in Iraq should be included in the economic and political reconstruction of Iraq; and (3) the Government of Iraq should adhere to internationally accepted standards on human rights and rights of women and children....
