Sudden Oak Death Syndrome Control Act of 2004 - (Sec. 3) Directs the Secretary of Agriculture to carry out a sudden oak death syndrome (Phytophthora ramorum) research, monitoring, and regulation program to control or eradicate sudden oak death syndrome from: (1) trees and shrubs on public and private land; and (2) host and potential host plants from commercial nurseries.
