Authorizes the Secretary of the Army to carry out the hurricane and storm damage reduction project from Morganza, Louisiana, to the Gulf of Mexico and the Mississippi River and its tributaries substantially in accordance with the plans and conditions described in the Report of the Chief of Engineers dated August 23, 2002.
