Responsible Funding for First Responders Act of 2005 - Amends the USA PATRIOT Act of 2001 to expand the permissible uses of terrorism-related grant funds for State and local first responders to include: (1) funding for training facilities; and (2) if 100 or more personnel are dedicated to counterterrorism and intelligence activities, reimbursement consistent with an approved State plan for personnel and units dedicated to such activities....
