Respect for Life Embryonic Stem Cell Act - Amends the Public Health Service Act to require the Director of the National Institutes of Health (NIH) to provide for the conduct and support of basic applied research to develop: (1) techniques for the derivation of stem cells from embryos that do not harm embryos; and (2) techniques for storing such stem cells of an animal for future therapy for that animal.
