Amends the Harmonized Tariff Schedule of the United States to eliminate the duty, through December 31, 2006, on A-cyano-(3-phenoxyphenyl)methyl-cis, trans-3-(2,2-dichloroethenyl)-2,2-dimethylcyclopropanecarboxylate (Cypermethrin Technical). Imposes a duty on such chemical on January 1, 2007, through December 31, 2007, and an increase in such duty on January 1, 2008, through December 31, 2008.
