Directs the Secretary of State to: (1) take the necessary steps to encourage and support the establishment of a conference at which Iranian nationals who oppose the government of Iran's policies can meet and discuss governmental reforms and their implementation; and (2) report to Congress respecting such steps and which groups of Iranian nationals have expressed interest in such a conference.
