Bill Summary
Second Higher Education Extension Act of 2005 - Amends the Higher Education Extension Act of 2005 (P.L. 10981) to extend the programs under the Higher Education Act of 1965 (HEA) through March 31, 2006. Amends HEA to extend: (1) limitations on a special allowance for loans from the proceeds of tax exempt issues; and (2) an effective date limitation on increased teacher loan forgiveness benefits.
