Mine Safety Enforcement, Reporting, and Training Act - Amends the Federal Mine Safety and Health Act of 1977 to require a minimum $500 penalty for a violation of the Act. Requires an operator of a mine to promptly pay a civil penalty owed under this Act before contesting the penalty before the Federal Mine Safety and Health Review Commission or appealing the decision to the appropriate court.
