Enhanced Energy Security Act of 2006 - Directs the Secretary of Energy and other specified cabinet officials to promulgate regulations to implement a national oil savings plan. Amends the Energy Policy and Conservation Act to set forth federal fleet conservation requirements to achieve reduced petroleum consumption.
