Export-Import Bank Reauthorization Act of 2006 - (Sec. 2) Amends the Export-Import Bank Act of 1945 to reauthorize the Export-Import Bank of the United States and extend the Sub-Saharan Africa Advisory Committee through FY2011. Requires a contract between each approved African lender and the Bank which sets forth the Bank's loan, guarantee, insurance, and credit programs obligations between it and the lender.
